And further I deny that the works of Reclamation has actually been commenced in front of any portion of Petitioners Marine Lot 182.

It is neither inequitable nor contrary to the language and Spirit of the Praya Reclamation Ordinance of 1854, and the Pier and Harbour Ordinance of 1843 Ordinance provides (Rect. & Surv. - Section 8,) that Compensation shall be paid after the expiration of 6 months from the date of the Commencement of the Reclamation in front of the said Marine Lot 184, that such Reclamation has ...
